Do you need an SEO agency based in Surrey?
Not for the rankings. Google's own explanation is that “Local results are mainly based on relevance, distance, and popularity”, and that “Distance refers to how far each business is from the customer who's searching” (Google Business Profile Help). Your address decides where you can win the map pack, not your SEO provider's.

The map pack versus the ordinary results
The three businesses shown on the map are chosen mostly from Google Business Profiles, and weighted towards the ones near the searcher. A Redhill firm will rarely appear in Guildford's map pack, however good its profile is. The ordinary results underneath are not limited by distance in the same way, so a well-written page about a service in a particular town can rank there even when the map pack is out of reach. How long does local SEO take?
Profile fixes can show within weeks. New pages usually take one to three months to settle, and contested professional searches take longer.
